Yeah. I was going to comment on that, but decided not to. Since you are planning on spreading the system, I probably should  . It is a major weakness of the system as used in PBP games. Since the plot relies on players, that means players all have to be active. Under your system, if even one player is inactive (major character or no), it will stall the game an incredible margin. Especially if that character is a major villain.

Personally, the only idea I can really come up with to speed things up is to introduce minions, mooks, or other weak NPCs that can make the game move along without having to have a player. For example, you could have Siabamen attack a group or something, introducing the enemy without having the player interfere. I didn't put to much thought into that, but my main point is that the game needs a mechanism to move it along.
