Amnesia Genie can heal people and disable transformations.
And I plan to have him create a gravity increasing ability at the first opportunity to assist with ki training, possibly doubling as an attack.

I partially based him on Dende (the healing thing) and considering all the other support things he does...who is the most effective support character in DBZ?

He would probably be either Dende, Yajirobe, KING KAI, or MOTHERFUCKING SHENRON.
All those characters did a lot more for the plot then pretty much anyone who wasn't a saiyan or Piccolo.

Also I don't think Ateyo is necessarily on our side...

Actually, when Raditz asked Goku about that he specifically asked if he suffered the head injury when he was a baby. Unless Amnesia Genie turns him into a baby and then you slam him into a rock, you're not gonna get another Goku. (Also, slamming babies head-first into rocks is perhaps not entirely morally acceptable to everyone.)
