you can only keep 20 units in a province

..Just a side note with regard to this:...I don't like the army &  max number of units allowed / province cap. I think that it should be raised even for the vanilla game. [Combined with a reserve system if possible, especially because the size of the tactical maps is limited.] Modders should be able to change the cap size, but I am pretty sure that it's hardcoded right now.

So... since you folks have been playing this, is this game basically all about war and conquest of all the others?  Or is there more that can be done?

There are various campaigns with different victory conditions available for all nations. We got the typcial "conquer everything" & "became the great power of everything" here, but there are lots of unique, nation based campaigns as well with unique victory conditions.

Speaking of conquest- there should be a way not to occupy the enemy capit[a]l all the way. It's a major decision (if you're civilized) and it really sucks for it to happen just because you were doing mop-up.

Come to think of it, and option not to siege an arbitrary province would be nice (Especially if multiplayer is added, I predict occupying the enemy without sieging to be a popular option during peace-talks)

a 'reserves' system, where you can field 20 units, and keep another 20 in storage (in the province.) You can swap manually on your turn, and If you're attacked and have free slots in the "active" 20 - they automatically fill them for the fight.
I also can't see how your approach would help. The only thing I would see happening is the AI building even more useless garrison units who eat upkeep, and who can't even help when a battle happens and who get instawiped since there is no place to retreat to anywhere. Or am I missing something about how this is supposed to alleviate the problem?
I am, perhaps, trying to solve a different problem (which the AI might not have? I'm not sure.) I assumed that the problem wasn't overall lack of units, but Garrison Clutter on the border (you can only keep 20 units in a province, and either have to attack under-strengthed, or leave your province undefended.) This can be fixed alleviated by shuffling the garrisons around, but that feels fiddly, and so far the AI doesn't do it well.

Then I can't see how your proposal would work. Doesn't matter if I clutter my provinces with 20 or 40 garrison units, they will be cluttered nonetheless. It's just gonna take the AI longer to grind down it's normal units and replace them with garrisons. And those garrisons will never die, since every AI will lack the offensive strength to kill them and therefore no new normal units will be placed.

Well, not if the AI isn't completely moronic. 40 (any number over 20) garrisons are, by design, useless so the decision to place a 21st garrison will always resolve to false, won't it?
(Did I make that clear in my proposal? Only 20 fight, just like now.)

Not really. forts are already garrison units. And, aside from their immobility, pretty decent ones.
Can't see forts as garrison units.
Speaking of this, It has been theoretical for me before, but in my last session I've seen a single melee combatant supported by half a dozen forts fight of a mid-level invasion. He wasn't even half-dead. Granted It's because auto-resolve is broken (in tactical you can rush forts one at a time due to them being immobile, downgrading them from kick-ass to merely decent)

(Well, if you have a Ballista (or something with equivalent range) you don't even need to rush anything, but the AI seems to have taken a dislike to them)

I've never even attacked a fort after the first time I did. If there are forts in the province, I just take the objectives instead, much less trouble.

As you said auto-resolve is broken. I guess the invading army was heavy on archers and did negligible damage to the lone defender once he was about half health?

I've never even attacked a fort after the first time I did. If there are forts in the province, I just take the objectives instead, much less trouble.

AI can't user forts properly. In my High Elven game I attacked Brogen Hur (forts, forts everywhere) and easily won just because the AI rushed me immediately, fighting nowhere close to their forts. Also, since forts don't spawn randomly on the tactical map but are always in the same position, you can try to attack from a province where the border is as far away from the forts as possible.

Yah maaan, defensive AI needs to learn to actually, you know, defend. It is too easy to bog them in place, ride around the lines and take the objectives now. Likewise, forts should be next to objectives.

Here is a quick summary by me....or -for example- read this post @ the Steam forum, because it's 100% valid.

The core gameplay & mechanics are good - excellent. I only have tiny problems with those [..quick example: the unit & army cap / province], except for the economy. It's very simplistic, but let's blame it on EA. [Basically you spend gold to raise the eco level of a province. No buildings, no nothing. We have resources in the game, but those are only used for units. According to dev replies they will add provincial/national/racial buildings to enhance the eco & resource system.  So I am not worried.]
The AI is mediocre, but read my post if you care. :)
Overall, it's a good game already, but it really needs new features & gameplay elements...but it's EA for a year at least. Like I've said, I am not worried, since the devs are willing to listen to the suggestions.

You should. The first EA version was just released a couple of days ago. It will remain in early access for a year at least, while they keep adding stuff & enhancing what is needed. [PS. Hardcore strategy fans will buy the EA version anyway, since they can't wait..:)]

What I have seen on youtube already has me excited. Once it matures a bit I'll probably pick it up.

This game and That Which Sleeps have me seriously excited for the future.
