According to the movie, they created it, but Mewtwo blew up the lab and killed everyone(in game, it's that mansion there), only for Giovanni to show up and give him some crap about ruling the world together and Mewtwo joined him. Only for Mewtwo eventually figured out that Giovanni had no intention of considering Mewtwo an equal(because Giovanni was dumb enough to tell it that), gave him a psychic kick in the balls and ran off.

I know the Manga (adventures) and the movie state that, but I'm unsure if it's the same in the games. In fact, there is minor evidence that it was Blaine, Mr Fuji and someone else who caused it to happen (I think someone said it was or might be Fuji's house before lavender town).

While on the subject, would soldier care if it was really Italians once he's decided it was Nazis?

Ive been playing Moon recently, and I haven't gotten far, but I swear one of the characters in this game has the split personality thing. It's weird, because every time you beat him, he screams at himself and then does the opposite of what he wanted originally
