While they're certainly dangerous, I would agree that they probably by-and-large lack the discipline and hardiness of your typical solider. Even those among them that have real training will be inevitably pulled down by the probably greater population of armed wannabees.

If most people are good or neutral, doesn't that mean that being "evil," having a highly deviant set of morals and values, is mentally atypical and thus not sane?

Well, according to Google insanity is being "in a state of mind that prevents normal perception, behavior, or social interaction."  Won't someone with an abnormal set of morals have differences in all 3 areas?
