Adventure mode, how to drive a group away from a site?

As a hearthperson to a lord, he ordered me to drive a certain government group away from another hamlet. I tried killing the lord, but it doesn't work? Any ideas?

Short version:
Mysterious cases of imploded skull syndrome will not drive off enemies.
Brutally dismembering the government while onlookers scream and run to tell everyone does drive out invaders.


Long version:
When I was killing Elf Administrators in a human town from stealth, I'd follow up by asking the guards what the government thought of their hold.
They were always secure in their hold over the town, never worried.  It was simply a series of tragic accidents that required a new administrator to be selected every few hours.

After the game crashed for unrelated reasons, I went back to kill the first administrator again.
This time, however, I didn't sneak.  And the guards ran off crying and yelling, and thus spreading rumors, blood spatter and entrails.

Shortly afterwards, the elves were no longer in control of the town.  The serpentmen were now on top.
Upon further investigation (read killing), it was revealed that there were no less than 12 different entities vying for control of the town, and maybe a dozen humans left alive hiding out in the catacombs.
