As far as I know, yes.  I've not heard from webadict since his last round of draws; I haven't been poking him, as I don't want to compel him to use his daily PM budget on not-delivering-wins by responding.

Apparently, yes...  though you have to be trying hard to actually hit it, it seems.  I have no idea what the actual integer cap is on PMs/day.
