((I'm assuming that this deal is legal.))

The Scandinavian Republic accepts the Russian deal, and sends bushels of Icelandic cakes, along with very traditional lutefisk, to the Russian capital.

The Scandinavians also send cakes to Albion and Prussia, and politely request a response to their request for the return of their sovereign territories.

State of Prussia have decided to return Denmark (with all hardware and constructions as they are now) to the Scandinavia if one condition will be fulfilled:

Prussia and Scandinavia enter military alliance for the time period of 1 year (12 turns), allowing Prussian armies to travel freely through Denmark and use its facilities, including the shipyards. After that, the alliance will be dissolved and Prussian armies will cease to enter Denmark, plus we offer another 1 of complete neutrality and non-hostility toward Scandinavia, except of course retaliatory attacks in case of war between Prussia and Denmark.

Scandinavia accepts, on the condition that, if war breaks out between Prussia and any of the other powers, no fighting occurs in Scandinavia. Scandinavia also requests Prussian acceptance of a Scandinavian guard in Denmark.

Unless that means giving them your territory won't work.

A mutual protection treaty will work, but won't be enforced.

The Russian Empire appends a request to this trade: That no offensive relations be taken between countries Prussia and the Ottomans are adjacent to, while the schematics are in their hands for {the next 2 turns after receiving the technology}.
The Ottoman Sultanate is unsure what you ask in detail.  Is it being requested that the Ottomans cease operations against the S. Europans and the French?  Because that is completely unacceptable.

If the request is to not attack the Russians and the Albionese, that is quite acceptable.
The Russian Empire sends a cordial reply in return--their current leader is merely concerned with the state of general affairs, what with the land expansion and the statistics on military superpowers of Europe. Russia sends its regards, especially from those in the east, towards this expansion of power and control.

The Empire is concerned with future stability and treatment of those in annexed provinces, along with cultural assimilation.

The Ottoman Sultanate interprets this as a request to not start any new wars, which it is willing to do.

Russian Empire

A new port is opened, armies a re positioned in the more easterly Prussian provinces.

Spoiler: Map (click to show/hide)

Empire Français

France would like to request Howitzer technology from Albion, and will forward its radio communication technology next turn.

There was only one army in 13, so I moved that one to 20.

Also, could each of you repost all the current diplomatic actions for the turn? Things are getting confusing.

Offer Spain Diesel Fuel in exchange for Modern Chemistry.
Offer Spain Diesel Fuel in exchange for Modern Chemistry.
Spain agrees.

Offer again to Russia exchanging Military Aircraft in exchange for Primitive Tanks for both Ottoman Sultanate and Prussia.  There is now a mutual non-retrade clause on this offer; that no party will distribute tech received from this without written consent from the tech's originator.

The Russian Empire agrees to this trade, after issuing a citation towards its newly elected leader. It apologizes to Prussia for its uncoordinated attitude earlier on, and also presents a customized Matryoshka doll in the figure of the Prussian leader as a gift, along with a heartfelt note of apology from the Russian leader, however, it is curious as to the abrupt idea of dismantling treaties from Prussia and inquires as to why this is happening. It also asks why Prussia is trading away places with France, when a historical notice sees that many places owned by Prussia was originally Russian--as a request, the Empire asks to reconsider the dismantlement of treaties, and Prussia's swift response before anything else may take place.

Also cakes.

[...]
The Russian Empire also extends an offer to the Spanish people, with trade of the knowledge of the Primitive Radio for their knowledge of Modernized Chemistry, primarily due to the influx of culinary cuisine and winter-style cooking.

Yes to both.
State of Prussia grows weary of the bloody conflict and thus is proposing a peace treaty with French Empire, with agreements as follows:

1. Western and Southern Germany shall be given to State of Prussia.
1a. Crimean Peninsula shall be given to French Empire.
2. Cessation of all military action between Prussia and France.
3. 2 year guarantee of Prussian neutrality toward French Empire, except in case when French Empire declares war against Prussia.
3a. Likewise, French Empire shall remain neutral toward Prussia, with the same exception.
4. State of Prussia shall dismantle its Research Treaty with Russian Empire and immediatelly offer a treaty to French Empire, with the choice of Treaty being in French hands.
State of Prussia accepts the terms of the peace treaty. Which treaty you wish to conduct with Prussia, Trade or Research?
Research treaty.
