With the Spanish still rampaging in Italy, you halt offensive operations against Prussia, instead greatly reinforcing the border.

Albion... finds Prussia's logistics a good story to share over tea. They provide escort.


Army:
Relax and Practice drills.

Navy:
All from Norwegian > N.Atlantic
All from North > Channel

Diplomacy:
Albion warns Spain on pushing its citizenry and military against foreign wars.

Trade:
Send Bomber blueprints to the Ottomans and the French.

HMR stands for Hazardous Materials Requisition, not Horrible Massive Ruination, though I can understand how one could get confused.

State of Prussia offers Albion the provinces of Norway, South and Northern Sweden, if Albion joins the Spanish-Prussian alliance against the Ottomans and Frenchmen, pointing out that as member of Spanish-Prussian alliance, Albion could remain at the rear and spend its time leisurely drinking tea and eating crumpets all the time!

All we ask in return is to share secrets of Strategic Bombers with us and our friends the Spanish.

A copy of the relevant documentation has been forwarded to the Albion Embassy in Istanbul.  [IE check your PM; TLDR you said you'd send Strat Bombers]

A note is attached saying that providing the Spanish or Prussians with said technology would be providing direct material aid to an enemy, and tantamount to an act of war.

State of Prussia also would unduly protect Albion from Ottomans, who are already sending threats in public at mere thought of Albion-Prussian alliance.

Albion notices that all statements were made in the context of War ._. Albion is now at peace to everyone. . .and is currently deliberating on whether or not to act at the moment.

Of course, this uncertainty isn't obvious...to the untrained masses of intelligence officers in foreign countries. Much.

Albion

Teams of engineers depart for Geneva and Constantinople to set up bomber factories there. Back home, your scientists idle in their labs (you might want to assign them a new project).

During that time in Spain, the finance ministry has difficulties paying the army's salaries after the money from Italy stopped flowing. About a division's worth of men garrisoned near Barcelona have already deserted.

France announce that, given Spain's refusal to pursue hostilities with Prussia and turning against France's ally, and Spain explicit threat of invasion, it will not allow Spanish troops to cross into 68 unless a good reason is given. France also suddenly realize the map is totally out of date and doesn't show its latest fleet construction for some reason, and will fix that in the morning.

Spain comments that the move has a perfectly good reason from our point of view, but not necessarily from France's. The troops will move on to Italy to support the Spanish Marine Battalion there. If France does not wish to permit their passage, the Spanish relief force will be ordered to shoot their way to the marines.

France points out that since Spain threatened to invade our islands, we don't really want their troops to cross the Alps to threaten our province. France however would rather avoid a war with Spain if at all possible. Surely, Spain does not want to face the bombing an attack on France would imply?

There is a simple solution to France attempting to bomb Spain. The use of Prussian radar systems, then eliminating the French military.
