Angelic Cloth: I reviewed the sheets, and it looks like Fer or Elanore should get it. They both have middling prog, lowish numbers in it, and Character skills tied to HP. I'm leaning Elanore because she's lagging behind Fer's HP by 3 points.

Element Ring: Yeah, give this to Lucrezia too. She has 20% prog, we're level 9 or something, and she has no RES. Admittedly, if the level up we get this turn gets Lucrezia RES and does not give any to Beryn, he should get it. Because he has 1. And Lucrezia got a booster already.

I disagree. Aside from influencing direct damage, RES is also responsible for influencing probability of staff hit chance. 1 RES can mean the difference between an autohit and being left in the good graces of the dice.
