(That's what I get for being non-specific.)

Azem checks the area around the crater for any surviving Gem Dragons.

He also revives/recreates the Seven Shiny Ones and listens to prayers.

Oh, yes, I still need to do something! Namely, reviving Kifo and Idris.

(Yaos: Fiat no still in principle. Allowing things to be guaranteed to be free has the potential to produce cranky players when something they assumed was guaranteed to be free turns out to have the potential to produce unwanted side-effects, and I don't want to have to deal with that sort of thing.)
(This reason satisfies and disappoints me.)

Yaos: The Dwarves are pleased to sell their techniques to others. For refugees, they suggest that Humans would be better off looking for refuges with taller tunnel-dwellers, and they remind them that the cost will be high. They also point out that there aren't really any displaced Humans.
The only other tunnel-dwellers that exist are Golems and they don't have any underground farms. The request for refuge is less because of displaced Humans and more to alleviate food issues that'll arise. Dwarves can feed them with pre-existing underground farms. Human ones will take too long to build to feed everyone.
(Do the Night Elves live underground? If so, they are asked for their tech and for refuge.)
Human-built underground farms are constructed immediately, delaying the construction of the Grand Temple if necessary.

"Ahhhh! Good to be back in this body again!" X) "Ok but seriously you guys, we need to fix this dust problem. Please please PLEASE be sure to vote! No laziness allowed!"

(Actually, the Night Elves the the most numerous tunnel dwellers)

(Alright. Thanks.)
The Night Elves are asked to take in as many refugees as possible first. If long-term survival still isn't an option with current Human-made underground farms, the Dwarves are asked to take in refugees as well.

"Let us seeeeee what gods didn't vote yet...... Ok, Cim, you need to vote on a specific way to deal with it. Just pick one you dislike the least and support it. Varee, Azem, Kli, Grauel, Serac, The Light, Joha, Carmine, and Quéßäre, you all need to vote."

I would like to create the Rose a sky feature on world 1 associated with lies, guilt, and broken hearts and the Horse on world 2 associated with duty, swords, and heroes.

"Feel free to be a critic."
"Sorry but I kinda have problems with both. Roses are supposed to be the flower of love and romance but this constellation is all about failed love and romance. It's kind of sad, actually." :( "The Horse is associated with swords, but we already have a Sword constellation. On the same world, too! My last problem is that there are already so many constellations. I think maybe we should keep them at ten constellations each planet."

EDIT: The Candle is also associated with heroism, so you've got two constellations on the same world that deal with heroic stuff.

Oppose 56.01 and 56.02.
I already created a race to purify the air, so I will abstain from 56.00.

If the Armu-Seppo cities have a problem with the air quality, have them start a megaproject to cover the cities with domes based off of the moon colonies. Hopefully this should help out the economy some.

White Wing Rani: "We praise you for bringing the Great Ice Age!"
Shadow Raven: "The Rani rejoice too loudly when they rejoice at all."
White Wing Rani: "Thank you for bringing the Great Ice Age!"
White Wing Rani: "I have donated all my fortune to your temple in honor of your Great Ice Age and a bet."
Rani artist: "The ash and dust is making my outdoor sculptures look awful. Can you do something about it?"
White Wing Rani: "The Great Ice Age has arrived!"
"...This is only a small ice age that must sadly end soon."
"Maybe you should teach the Rani to dance to rejoice rather than shout."
"Im sorry but this is not the Great Ice Age."
"Thanks and maybe you should not bet all your fortune in the future."
"Maybe you should use the new gray ash to give more color to your sculptures."
"Spread the word these words to my followers 'This is not the Great Ice Age! It is but a small ice age caused by godly warfare. It will sadly end soon unlike the Great Ice Age which will last forever.'"

"...Umm we might have a problem with a global ice age caused by all the dust and ash. Everyone might want to check on their followers and help remove the dust problem."

I swear, it's like you're dating.

56.00.6: Make a dust ring around Keshan <?>
+2 from Darruth, Neron
56.00.6.1: Make dust ring slowly remove Void radiation <?>
+1 from Yaos

Why would only one planet get a void decontaminating ring?

That is a rather different response from the usual, "We're gods, we can do anything."
