There's... already a mechanic in 3.5 for alternate skill/ability sources for Diplomacy.  It's also a very expensive prestige class, probably due to the fact that Diplomacy is overpowered.  The Exemplar.

(The Exemplar requires 6 ranks in Diplomacy and 13 ranks in another skill, with Skill Focus in that skill.  The Diplomacy replacement ability is granted at level 5 of Exemplar, making it impossible before level 15.  Unless there's some bizarre artificial skill rank method I don't know about.)

The DCs for changing people's attitudes are ludicrously low. Munchkins with no regard for balance are usually quite happy to put max ranks into Diplomacy and quickly seduce the BBEG into joining them and abandoning their old goals.

I think your DMs are a bit too easy on what you can do with that. It's diplomacy. You might get them to consider another opinion but it's not magic.

DC to get "Hostile" to "Unfriendly": 20.

A sufficiently charismatic party face could get the BBEG to be flat-out friendly in the middle of a fight with no effort whatsoever by RAW.

I'm waiting til the day when either Galia or a minion rolls a nat 1 on their roll when she uses Hypnotism and they relax their bowels.

Also, Tawa, I think you forget; It takes a full minute for you to use Diplomacy, and if the BBEG tears your jaw off or uses a Silence spell you're fucked. Besides which, Unfriendly can still mean 'wants to brutally maim you', and your buddies having to fight it for 20 rounds while you try and tell it why it should rethink it's life and become a nun is likely to end badly, win or lose.

Other note: I was talking about Intimidate, not Diplomacy, and there are in fact rules for changing any skill check to use a different appropriate Ability modifier as the situation calls for, Intimidate in particular(though usually it's Strength).

I had garnered the idea of the ludicrous power of Diplomacy from reading a lot of character-building handbooks. Take anything I say with a grain of salt. :P

Also, to be fair, the time taken is trivialized if you have a wizard or something with any spells that trap people, like Sphere of Force or some such.

Nah, there's actual things dedicated to true Diplomancy where they become so skilled it's a form of magic. Full-round action with taking ten, +hundreds to the skill...once you start having +200 or so to a skill, I'd say talking all your enemies that understand things down from a frothing rage takes on legitimacy by virtue of being the Demigod of Persuasion.
