Hm.
None of them really have powers that are instantly coming to mind as exceptionally dangerous, except maybe Karma, Taproot, and Skulgrat, but we probably don't know either the extent of all their powers or the skill with which they've come to use them. On the other hand, there's like 3 or 4 people who seem to just be bad at doing anything that's actually effective.
Well, not all of them are actually winners, so to speak, since this is Edwardstown. Not exactly the home of the A-list, as has been mentioned in the lore. Which 3 or 4 people would you single out as ineffective, by the way? I'm thinking Kasplortch, probably, maybe Dissent, maybe Reel, but who's #4? Birdbrain? Bubbles?
Anywho, with so many parahumans, there have to be at least a few who are just plain shit at what they do or got wonky powers, was my rationale.
Question for a power I thought of; someone who can upgrade and manipulate technology they touch, but not invent it, would they technically be a tinker? They don't actually think of new technology, really, they just power up existing stuff and hack things in the process to make it work for them. (Refrigerator-> Glacial Cannon or Thermal Dynamic Heat Engine; .22 caliber Pistol -> 1.84 caliber Magnum Super Pistol; Truck -> Much Bigger Truck) Would they be a Master, a Tinker, or what?
No idea. Not that it really matters. The PRT classification isn't really the be-all, end-all characterization of powers, since a lot of them cross boundaries easily. In short, I don't really know or particularly care. But it's totally a power you could get, I think. With disadvantages, obviously.
Additionally, loving the setting. It seems that this is not the wormverse but powers are gained in a similar fasion, is this correct?
This is the Wormverse, and even theoretically Earth Bet, since there's no real point in it being otherwise. It's just an unexplored corner of it, without major disasters happening or particularly much alarming parahuman activity. In addition, there's a pretty big spot of nothing happening in the Worm timeline about 2006-2008, so that gives us a lot of leeway with the lore.
Well someone in the protectorate is either ecstatic that they are here or are furious that they are wasting their powers here.
One final request then, so as to avoid the major players in story, may this at least take place on Earth Aleph?
It doesn't really matter all that much. It's virtually a guarantee nobody's going to care much about Edwardstown unless you're going to suddenly become Nilbog. You're not going to suddenly become Nilbog, I'm fairly sure. I wouldn't put it past you people, mind, but I doubt it would happen.
