As an adult American, I have no freaking clue how this electoral system works. Okay, so we have this big thing where about 30% of the voting population goes out to vote, which apparently means nothing. Then there's the electoral college, which apparently is what decides who the President is. How long does it take that one to work?

The actual wording on the electoral college thing is so sloppy that you could effectively stick any election method you like on top of it, then have the electors rubber-stamp it. e.g. there's an alliance of states which have agreed to always have their electors vote with the popular vote. If they get enough states on board to automatically have 270 (those states currently control 165 votes), then you've implemented direct popular vote elections by fiat.

Similarly, the USA could easily implement an IRV/Alternative popular vote on a national scale, with the electoral college as a formality tacked on top. Vote via IRV, tally the primary vote, if no candidate has 50%+ of the first round, then the smallest candidates' votes get distributed until one does. After that, the Electoral College all vote whichever way the national election went.

Exactly.  Some states are doing that.

And in case it wasn't clear, that means the national popular vote, no the per-state vote. Basically, if states worth > 270 points all pass laws requiring their electors to always vote with the national popular vote, then what the other states' electors do won't matter anymore.
