This is a fair point. The early modern ascendency of Europe was in no small part due to them oppressing cultures on five continents at once.

Apparently it means "You have a crook for a leader, and he's not beneath using his power and normally illegal methods to gain more power".
Though I'd love it to work the way you said. :P Was certainly my first guess.
