The mafia does. I believe the associated phrase was 'you don't shit where you eat'. Organized crime in general tends to stop unorganized crime and often will save people so that the community is willing to protect them.

Playtesting would likely allow Akroma to realize why Leth's abilities aren't as useful as she seems to think(as an example). >_>

Some are fairly effective Ults, though.

Sidenote: Why is everyone obsessed with things being OP or nerfing shit or making everyone basically the same across each character? Making exceptions and shit to the rules adds variety, spontaneity, allows creativity. It's a story, not a competition. Roleplaying is cooperative story-telling. And as I've said before, 'balance' is rarely conducive to such.
