If Scrying is a thing it must be a lot more difficult to kidnap people.

Unless you don't know they are coming. On the other hand, it makes it a shitton easier to abduct people.

Mechanically, how would the mass retreat of a combat encounter, complete with smoke bombs, flash bangs and covering fire be handled?

The smokes and flashes would affect the enemies, and if they were disabled/distracted for long enough, the PCs could run like small children. Smokes and flashes probably won't work on everything, though.

I meant if enemies started using directional flashbangs followed by smokes bombs and covering fire. What rolls would they need to take to escape the PCs?

Also, what would a weapon like Ashley's katana (that is, one based on an enchantment rather than the user's strength) use statwise for dealing damage?

They'd have to get the PC's in the flashbangs AOE, use the smoke to beat the pc's skill checks, and escape before the melee PC's cut them to pieces.

What if it was a directional flashbang? Also, what happens if the PCs still hit them but they survive it still? I'm not talking about the routing of enemies near death, I'm talking about enemies with half health or more making a tactical withdrawal.

If the weapon was a gauntlet that drained the user's HP and MP in order to completely distort physics in a small area in order to form an ephemeral eldritch lance.

If they get hit, they can keep running, or try and distract/disable them temporarily so the mooks can make a getaway.
