Could you explain the null vote thing? Is it like the actual error of 'null' or something?

Also Palestine is in there. I read something a couple weeks back about how the flag in their act got banned and they REALLY REALLY wanted their flag in there. It was blocked due to a general ban on various flags and symbols for political and other reasons. Also the Basque flag was blocked as well, and apparently that flag is a constitutional flag of Spain, so the article mentioned them complaining as well.
