Does Alternate Form work with Meta-Templates?

Yes. just add up the differences between your normal capabilities and the differences you get from your alternate form, and buy that as your alternate form. For example, if you lose Horizontal and no legs in your alternate form, then thats 30 points * .9 + 15, for 42 points.

I know about it, semi-familiar with it, only, I  think I may have an edition that's too old to really know what current GURPS stuff is.

Could someone explain what the skills in the barbarian template mean?

You mean the Primary skills, secondary skills, background skills? Those are basically guidelines for when you're not following the template verbatim, but still want to use it as a guideline.
