I'm leaning towards Chad, the helicopters and the grade of transport enabled really would help. If the facilities aren't prebuilt, we can build them to our specifications.

I'm torn between Chad and Nigeria. 5 mil every month with free weapons is pretty solid. We can recruit lots more guys if we go that way because of money. As for Chad, all that air support will be insanely awesome. 100 recruits isn't anything to sneeze at, either...
I choose Nigeria. Not only because that ambassador is so fired if we do.

The host region provides a host of candidates each month, and the global council also has an annual pool that's more elite.

You cannot buy recruits.

Depending on the criteria rate you give your trainers, the washout rate can be upwards of 90%. Or you can just hire everyone even if they suck. My point is you'll probably not use every candidate you get.

Could criteria be something like:
Stage 1 washout - Bye
Stage 2 washout - 10% accepted as grunts
Stage 3 washout - All accepted as grunts, if they want
Stage 4 washout - All accepted as standard ops, our regular troops
Stage 5 washout - All accepted as standard ops specialist troops
Stage 5 complete - All accepted as vital ops, our elite troops

Maybe allow recruits, when they complete a stage, to take a squad leader role or something if they don't want to continue.

I vote for Chad again.

We can't hire recruits but 100 to start with is pretty decent, no?

At 2 million dollars/credits we can buy quite a bit of stuff I believe.

An come on Attack helicopters? How can we say no to that type of amazing fire power?

We can get RD as we go along and the helicopters will be great support for missions, not to mention the quickest travel is usually by air.

Nigeria! Kinda feel bad for the ambassador. Plus 5 mil is pretty good, and it's monthly. We can use the huge funding to buy what we need, as well as up the quality of recruit training.
