The Caretaker looked upon the vast world, examining it. For all of its verdant splendor, there was something it was lacking, something that it needed. He pondered long on this, and finally realized what the world was missing.
It needed more life.
For despite all of the lush forests and plant life, and the great Treants that guarded the world tree, the world needed something that could live of their own accord, learn, grow, die. For the immortal treants were none of those things, unless they were struck down by the hand of another being.
He pondered longer still as to the shape of these beings. He had created many beings in his eternity, but there was one that stood out, the race that had spawned him, the race that embodied who he was.
He stretched his hands out through the world, and beyond the mountain ranges, away from the world tree, he shape a race in his own image, a race that could exist on its own. To assist them in their lives, he bestowed upon the fledgling race the knowledge of the woodlands, of which plants were edible and which not, of the ways of the forest.
But even then, he felt that the world was not complete. So he reached forth and created the creatures of the wilderness, and gave to the elves the knowledge of these creatures, in hopes that they could live in harmony. Then, momentarily satisfied, he retreated to watch his new creation.
Use a forest act to create elves, split a forest act into three forest minor acts and use two of them to bestow the knowledge of woodland plants and animals. Also use my last forest act to create forest animals, leaving me with three unbound acts and a forest minor act.
