It would be great to formalize a mafia game so that the on-the-fly roles work and you could have actual BYOR's fine. Unless you've already defined a game, roles, etc?

My end goal is to give a weighting to each of the random elements, so that all the roles are sort of balanced (some with flaws etc.) so that someone could randomly generate a list, pick one they liked and send it to the mod.

No, not at all. You can either grant the action itself higher priority, or you can give the user block immunity. It's pretty easy to fix any issues like that.
