I'm pretty sure you cut off a little bit, but...

Wow that is a weird goblin civ. It's using a human political system. Either way, I think the law-giver is just a clown with a donkey base.

They dont have a general, does that mean they will have no mounts?

Yeah, that law-giver's probably just an ass fiend.

You could look up The Glacial Doom in Legends mode, and see if they've taken over any human places.

There is no "general" noble in goblin civ. They have normally just the master/law-giver/general - just a dictator with many titles. If there is no any particular general, it means that the master/law-giver is the one who tames the mounts. And possibly lords too. You could check it from legends.
