There's the Total War series. I haven't played it but I'm pretty sure Empire features the whole world.

Rise of nations has a "conquesr the world" campaign that acts as a cross of Risk and Age of Empires (not really what you look for but worth checking out).
Hearts of Iron is a WW2 focused Europa Universalis.

Aaand i'm out of ideas.

In technicality, Civ 5 (And I'm assuming 4) has an Earth map(s) that you can play on, though the location of the Civs you play against is very likely to not be historically accurate. If you ever get bored of Earth you can go for random generation.

I'm not too familiar with the Europa Universalis series, but Civ seems to be what you're asking for and at the same time not.

Every dwarf, every dwarven man, women, and child, that comes to our forts will die there; it's truly sad when you think about it. And we ask our selves, why? Why do we push forward, knowing this fate, that we are destined for failure? Because, this game grasps the concept of mortality. Some games you can never lose, but we all stop eventually, causing a 'death' to those game's 'worlds'. Dwarf Fortress gives us a definite end, knowing that we will leave that world eventually, and move on to more.

Other paradox games fit the bill, like Victoria I/II and Hearts of Iron III/AoD/Darkest Hour.

That's a pretty wide question.

You're probably familiar with the "main" Paradox games besides EU: Victoria, Hearts of Iron and Crusader Kings.

Any Civilizations game with real world map and culturally relevant starts? I'm pretty sure there's mods for that if vanilla fails to deliver.

Total War series mixes real time tactical combat with world conquering strategy. Though world is a bit too much, Rome, Medieval and Napoleon have you conquer Europe and some parts of Africa and Asia. Shogun concentrates on Japan. I think Empire is the only global total war game thus far.

I know there's a bunch at sites like Matrix. I haven't tried any but if you want to trek away from the more common ones, they're an option.

It's been awhile but I'm fairly certain that IV has an earth map with Civs in their historical locations.

Other than that I would pretty much be repeating the others with Hearts of Iron, Crusader Kings, and Victoria.

Not sure about a map that does it, but I think there's a mod that shipped with the Beyond the Sword expansion called Rhyse of Civilization that did this.

The Cossacks 2 series is amazing, and they have a campaign mode which includes taking over Europe in a Risk-like faction, where each battle is an RTS game of the Cossacks 2 variety - and your general gains levels, gets better troops, etc. It's pretty nifty.

I love the series, it had so much potential! You can get it on Gamersgate for cheap in a pack - it even goes on sale sometimes.

Vanila civ 4 has atleat 2
Earth 18 civ (normal game geographic start locations. you do have England the USA and Egypt coexisting)
earth 1000 AD (100 Ad start with pre established Civs- great map)
Some of the shipped mods also have earth scenarios namely Rhyse and fall of Civilizations and Next War (basickly futuristic 1984 4 superpowers map)

you can also get a ton of player made scenarios and mods with good earth scenarios
the cavemen to cosmos has an awesomely colossal earth map

Warlight is a browser based Risk-like, with tons of user made maps representing every corner of the world (some have a few thousand provinces). There is a solid playerbase, and multi-day game mode as well as real-time games. Good fun.

Though it's more tactics than strategy if we are to be exact :)

Freeciv definitely has a scenario map based on the world, where the civilizations do start in accurate places; it is closer to Civ 1/2 than the newer ones though.
