there was some super hero squad tactics game, maybe from the 90s or early 2k's.  was a sleeper, but the people that played it raved about it.  I forget the name.[/li][/list]

Freedom Force?

It was enjoyable for a few missions but I got fed up and table flipped on the "protect your infuriating fan club boy until he gets shot anyway and becomes your sidekick" mission. Escort missions suck every time.

Likewise I would disagree with Commandos. It's more of a puzzle game in set-piece levels, rather than a tactics game. Good games if you're into the genre, but rather different from the likes of x-com and it's ilk.

There's this game called UFO: Extraterrestrials (no relation to UFO: After-foo series). It's a -07 game from east europe so not exactly a big name game. It's fairly close to X-COM, theme and everything. Tactical combat, off-mission base building, it's all there.

Not exactly what you're looking for, but how about Rainbow Six series? It's tactical squad based combat. Only you're one of the squad members (can jump from member to member freely) and it's real time. You're a counter-terrorist unit that hops the world saving hostages, diffusing bombs etc.. Really good games at first (don't even mention the console crud or vegas stuff, ugh). The games you want are Rainbow Six, Rainbow Six: Rogue Spear (aka. Rainbow Six 2) and Rainbow Six 3. All have one or more expansions which are basically more of the same. Anything past Rainbow Six 3 is a whole different genre of FPS that for some reason has the R6 name attached.

Edit:
In the same vein there's the Ghost Recon series. More military, less counter terrorizing. Somewhat less urban environments from what I remember too. Pretty similar gameplay though.

Dawn of War (haven't played Dawn of War 2 yet) is an RTS game.

well, there is no base building or resource gathering, at least not in the ones i've played.  The missions have fixed squads available, and fixed objectives.  it may be RT, but its tactics and not RTS.  Also, pauseable.

Close Combat is similarly real time with pause, but no one would call it a RTS.  Has consistent squad members that get carried through the campaign.

fair enough.  There was some WWII squad based game I am struggling to remember the name of, pretty sure it was turn based.  You were special forces guys like in Commandos... I remember one of the limited use uber-weapons was a cluster of 6 stick grenades and there was this great opportunity in one level to drop it through a hole in a roof...  Any ideas?

Loved the first few of these, and played them to death.  There are no words to express my dissapointment when I discovered that 'Vegas was a whack-a-mole shooter-on-rails, with enemies spawning in front of you as you advanced..

You could give orders to your guys, but you didnt have the pre-mission planning phase like in R6.  R6 could pretty much play its self if you set out a good plan, or you could run it all from the map view.  GR was first-person-only.  At least the ones I played.  It's a long series at this point.

Then I have reason to believe that you have played Dawn of War 2 and it's expansions which probably play very differently from Dawn of War and it's expansions, which I have played extensively and can confirm that indeed do have base building and unit recruiting.

The WWII game could be Silent Storm. Sounds a lot like it as it's the only game of its type set in WWII that I'm aware of.

Indeed, I am thinking of DoW2.  this sounds like the better of the games, then.

Silent Storm... Maaaaaybe.  The screenshots are not doing it for me, but it's been a while and my memory aint great.

How about Frozen Synapse?  pre-planned turns with simultaneous execution, similar to Laser Squad. 

The only other simultaneous turn game I remember was this thing... cant remember the name.  You had a squad of robots with various weapons (machinegun, rocket launcher, rifle) and you could change their height to move faster or crouch for cover, had to manage their fireing / scanning arcs, and played on arena maps that would be like a giant circuit board, or some cute suburbs.

While I've got the way-back part of my brain running, the Breach series was great.  Dont know how it would hold up now, though.

-Xenonauts is a very cool looking XCOM successor that is getting pretty close to release. I personally haven't tried it yet, but you may want to look into it.

Xenonauts actually hit 1.0 today! I haven't put a lot of time into it but so far it seems like a pretty solid title. It's definitely worth checking out if you like X-Com games.

I'd put DF on this thing, but sadly the lack of a numpad makes it a hassle to play.

"Theme Hospital" is an easy to play, hard to master hospital sim game. Wacky humour as well.

Going a bit too old, "Lemmings"? Puzzle series where you have a multitude of blue dressed guys wandering about an you have to lead them to the exit using abilities like building bridges and umbrellas. Maps are similar to Worms, destructible and 2D.

"Sim City 4" is the most feature complete version of Sim City available, though "Sim City 3000" is a bit simpler in design I feel.

Settlers 1 to 4 should fit the bill. there is an economy there but not all that complicated.

Heh, I'd say 2, but that's because it was better than 1, and I played it a lot when I was a kid. The subsequent ones seemed to simplify things a bit, but I could be wrong. I guess Settlers 2 feels a little more like a boardgame than the other ones do.

Also, if you're into that kind of thing, the Cultures series is even more detailed, with every person being an actual person, and being able to rise up through professions, lots of buildings, etc. The campaigns are weird though.

I've only played "The Settlers IV" which is kind of a black sheep of the family. It includes a clear, evil antagonist in the Dark Tribe (Magic, zombie type guys) which tends to be your main opponent in the campaign. I think there was an expansion which added a new faction, Trojans maybe? I never saw it in stores here in Australia though.

I... wasn't very good at it when I got it. The game looks really nice (all the trees you see in screenshots sway and move) and from what I've seen of "The Settlers 1" the game formula hasn't really changed that much. Wheat farm for wheat, to mill for flour, to bakery for bread, bread to coal mine etc etc. "The Settlers IV" is different I believe in land reclamation. The Dark Tribe corrupts land and you need to use cultivators or something to turn land back to green grass.

I would suggest "The Settlers 2". From my knowledge, that's the best regarded entry. I believe it also has a recent remake that is more just a graphical upgrade to the joy of fans. S'called "The Settlers 2: 10th Anniversary Edition".

I'd like to point out that more or less every 2 games Settlers get a major overhaul gameplay wise.

In fact settlers 5 and 6 have more in common with the Anno series than the settlers.

Anyway my personal fav is 3 + the addons.
4 races and still has the simple economy that consists of goods getting hauled from place to place without anything like gold coins or other nonsense.
