It'd be pretty easy. Get yourself into the main group of people. Wait around with them until everyone bigger then you has been killed. Say that you'll be on watch during the night. Murder them all in their sleep.

The people who would be running the gambling, printing the statistics, and doing the tests... essentially chose who wins and who loses. This is like gambling on WWE fights (which apperantly is a thing)

On a side note, I'm not certain if they have absolute control. It would be just as easy to add a random generator to the danger system. (Evidence for which can be found in a limited amount of situations, after all, the one Hunger Game where everyone drowned was the same type of anti-climax you can expect from a random generator.)

If there is government sactioned gambling then the aspect of "Is it fair" immediately becomes a big deal. There would be investigations, committees, and all sorts of people whos entire job is JUST to make sure no one is cheating.

Also while they don't have "absolute control", anyone who survives their dirrect antagonism is pretty lucky.

As for "everyone drowned" you see that they clearly have a "wipe the field" phase if the games go on too long. The dogs in the game in the first book easily could have lead to a everyone dies situation.

My guess is that they would work very hard to make sure that the game maker (or whatever he was called) was free of corruption. He's got a huge influence on who wins, so he'd probably be treated very similar to refs in professional league games. Similarly I'd be willing to bet that anyone involved in the upper levels of it (so those who view the contestants, choose the arena, etc.) would also be not allowed to place bets or interact with the betting community. It's just like how people aren't allowed to do insider trading, because it doesn't make it fair for the rest of the people.

My strategy would be to take a leaf from DF's playbook and wait for the rest to kill each other around the cornucopia, take my pick of goodies afterward, and don't use any of it because hurling a quarry's worth of small sharpened rocks from cover is more efficient.
