The longer we deliberate, the less time we have left.  I'm going to assume we have motor control.  WE PUT OUR HANDS UP, NOW.  We evolve the ability to talk and tell them to explain after saying we're not a threat.  Then we can keep bickering over what attack capabilities we want, guys.  I mean, come on- priorities!

Well, at least surprise them so they won't shoot us.  Say it was an accident.  Something, anything- it'll buy us time to figure out whether we need/want to horribly murder these people and if so, how.
Also, we need to find out more about ourselves.

Fine. You open your mouth, and ridiculous babbling comes out. The man panicked, and he fires a bullet at your chest. You evolve speaking, and yell you aren't a threat. He responds by taking out his baton and knocking you out
