You know that you can create a room on IRC on freenode easily, right?
Whelp, looks like this is happening.
I mean, I have been trying to make an RP community program+website system that allows people to keep track over what's happened when they're not around, but it's nowhere near ready.

There is no such thing as innocence, only degrees of guilt.
Well, strict rules and regulation could lower the "guilt" quite a lot. Provided rules are enforced properly, then it could help keep the quality high even over long periods of change.

Though to be serious for a moment, what kind of RP was it?

Ever heard of a MUD?

I am by no means an expert, but games like http://t2tmud.org/ The Two Towers, a LOTR MUD have been around since 1994.

[/quote]Well, there's plenty of maptools sort of systems and the like around. For a while I used Infrno, which is kind of a maptables/and/quasi social network, complete with built in text/voice/video chat and IIRC easy to set up. The only big downside is you'd have to get all your players to sign up (free) to use it, I think. If you want to make it easy for people to keep track of what happens when they're not around... well, frankly you're probably OK with an e-mail list, or if you're willing to put a little time aside setting one up, a forum. Alternatively you could record/stream your sessions.

Edit: Also, Infrno lets you recruit/sign up for gaming groups. I cannot vouch for the quality of that community for good or bad, though.

Also, some people are happy with a minimalist ruleset. I think you can get a lot done with Searchers of the Unknown and a short list of 1st level spells, magic items, and monsters.

I recommend you look into roll20. I used it for some of my friends who are currently in places around the country due to school and stuff, and it works pretty well at combining the on the fly nature of live roleplay with the convenience of the internet.

I don't think those groups exist, sorry.

I'm not sure if this'd be good for most players interested in IRC, since the majority seem to prefer proper rulesets rather then homebrew creations.

Well, I'm just guessing from the IRC RPs I've seen on this forum.

Anyway, would anyone be interested in doing an IRC RP with me GMing? I'm not a shippy kind of GM, so that's down. I wouldn't mind showing off my homebrewy creation, though I could also do New World of Darkness or Fiasco as those I know the rules of.

It depends on how it's going down. My current schedule is all over the place right now, but if you can sell it harder than my addiction to Kerbal Space Program draws me, then I'll definitely be in.

I've found the easiest way to find RP online is definitely MUDs and MUDlike games. I've had some amazing RP in some of the (otherwise crappy) Ironrealm games and Improbable Island for example, because if you try you eventually tend to find an RP "group" that shares similar hours as you and is more than willing to hang out together.

I've had some decent IRC RP groups, but it's hard to pull off honestly.
