Check the decorations. I think elves dislike spikes. Looks like you have an exceptional mechanisms(sic), rated at 150☼, with one exceptional gem decoration from a 20x gemstone (e.g. brown zircon), but the elves only rate it at 1☼, because it's the wrong decoration type.

There are a few differences between in-fort item value and trade value - humans attach double the value to all weapons, dwarfs rate some items at inflated prices depending on current demands, elves... dislike spikes?
Appraisal always gives accurate in-fort value ratings as long as the skill is novice or better, i don't know of any difference between novice(very rusty) and legendary+20.

Umm... I thought "Appraiser" was just the skill for detemining the value of items, don't you need "Negotiator" or "Intimidator" to get better prices?
