The Rats are a group of monstrous parahumans, homeless wretches, assorted crazies, and other dregs of society. They are known to live in the sewers. The Rats are organized, if you can call it that, into a number of "gangs" lead by various parahumans. The Rats all stick together when outside threats come, but they fight with other gangs and even each other when the going gets tough enough.
Firefly's Gang (The Roaches)
Firefly leads a small group of parahumans plus about half a dozen normal humans. He is known to be trying to gain more influence among the Rats.
Firefly: Blaster 2, Brute 3, Changer 4, Stranger 2, Striker 1. Bug is a three-armed man, about 5 feet tall, with metallic plating on the backs of his arms, his chest, and his back. He has minor pyrokinesis, the ability to create molecular bonds within half a meter of him (typically used to cling to walls), and (most notably) the ability to transform into a swarm of metallic insect-like creatures. These creatures resemble cockroaches, but only have four limbs. They can fly.
Slug: Blaster [X], Brute [X]. A morbidly obese person with greasy skin and no arms. S/he is incredibly durable and can project streams of acidic, basic, or sticky slime.
Worm: Brute 7. A 3.5-meter-long creature with a vermiform body, tough orange-red skin, two thin arms, and a humanish head on a lack of a neck. Powers: Super-strength, durability, regeneration.
Gamma Drake's Gang
Gamma Drake is one of the major contenders with Kiln. His personal gang is, unsurprisingly, mainly made of people who will not be killed by radiation; however, he has a fair number of normal human servants.
Deadstriker: Brute 6, Mover 2. A tall (~1.9 meters) man who typically wears a red bodysuit (often cobbled from Spider-Man, Flash, or similar costumes) and a black ski mask accessorized with black lenses. His most notable power is his incredible regeneration; Deadstriker can heal from cuts within seconds and regrow limbs within days. Even decapitation only took him out of action for a month and a half. He also possesses somewhat elevated levels of strength and agility, and the ability to teleport short distances between unobserved locations.
Gamma Drake: Brute 4, Shaker 5, Striker 9. A tall (over 2 meters), thickly-built man covered in green scales. He has a tail and claws, and rarely wears anything. He has super-strength and emits high levels of radiation. He can also remove radiation from places or individuals.
Leadline: Tinker 2. The only tinker among the Rats, Leadline is noted for his remarkable lack of skill in any particular area. He typically wears a clunky suit of powered armor including a level of lead, hence the name.
Purge: Brute 1, Striker 2. A young, slender woman, wearing a filthy yellow jumpsuit spray-painted with a red cross. Purge is capable of removing various contaminants from substances or individuals, and is largely used to help clean radiation from individuals or items.
Kiln's Gang
Kiln does not lead the largest or most powerful of the Rat gangs, but his is the most influential (due to being able to turn parts of the sewers into liveable spaces) and the only one composed entirely of parahumans. Kiln is mostly interested in accumulating wealth and power.
Gardener: Shaker 9. A girl around 13 or 14 years old, with green-brown fur on her arms and neck. She has the power to cause plants to grow, rapidly. These plants may resemble species that occur naturally to varying extents; the greater the divergence (and the greater the size of the plant), the greater concentration and time that Gardener appears to need. Notable plants include trees with somewhat explosive fruit, weeds which produce enough oil to be extremely flammable, and flowers similar to miniature rafflesias.
Ghera: Brute [X]. A tall, muscular Indian woman with several thin scars across her face and arms, typically wearing a pair of earmuffs similar to those worn at a firearms range. She is nearly invulnerable and extremely strong, particularly when standing still. She is reported to have little free will or initiative.
Friend: Stranger [X]. A nondescript individual, male, adolescent or young adult. Anyone within line-of-sight perceives him as a friend and will not question why he is there.
Kiln: Blaster [X], Shaker [X]. A short, rotund man with pale skin (presumably due to never leaving the sewers). He wears a ceramic suit of armor at nearly all times. Kiln has several powers: Aside from terra- and pyrokinesis, he can turn soil he touches into clay, or turn clay into (one of a few kinds of) stone. Kiln is generally described as being charismatic, despite the sewer scent.
Pipsqueak: Blaster, Mover. A tall and thin tan-skinned
woman, with long limbs and two-elbowed arms. She lacks external ears. Her powers include teleportation and levitation (up to a few feet off the ground), but her signature ability is her "squeak," a sonic attack that can stun, deafen, or even render unconscious at proper power and proximity.
Orangeweb's Gang
Orangeweb is a surprisingly unknown villain. He has the power to link various peoples' powers together, distributing a fraction to each.
He and his teammates wear bodysuits and masks in their colors.
Powers: Lasers, Regeneration, Splitting into dust, Teleportation, Power Enhancement, Super Strength and -Speed that increases over the course of a fight
Bluebeam: A tall man. Could project lasers reaching 100 meters, capable of breaching steel.
Greenpiece: A short lady with blonde dreadlocks that stick out behind her mask. Could break into a number of pieces around half a millimeter in size.
Redrage: A scrawny man. Regenerated, and had super-strength and -speed that quickly improved the longer a fight was active.
Violet: A short woman, a core member of the group. Enhanced powers of those within a few meters, roughly doubling their effects. Typically hangs back.
Yellowbelly: A man of average height. Could teleport around 50 meters.
Brownie: A girl, around 12-13 years of age. Grants minor powers to those nearby, one of regeneration, enhanced reflexes, . Inducted after the Naga attack.
Snapdragon's Gang
Snapdragon's "gang" is just a few friends who wound up needing the Rats' protection. They live aboveground, believe it or not.
Snapdragon: Brute 3, Blaster 6, Mover 2, Shaker 5. A tall, slender woman, with orange skin and a pink body suit. Extrudes a yellowish gas which she can detonate. Seems to exert control over it. Also possesses minor super-strength, levitation, and metallic claws on her hands.
Airman, Canadian: Blaster 1, Mover 3, Shaker 9. A shorter man, wearing a gray-and-white body suit and a domino mask. Aerokinetic.
Tech: Tinker 2. A girl, probably 15 or so. No apparent focus, but devices typically low-quality.
Independent Rats
While these individuals are agreed to be members of the Rats, and work with them, they do not associate themselves closer with any one leader.
Crackshot: Mover 2, Thinker 5, Tinker 1. A tall, slender woman wearing an old, grungy, and hole-filled trenchcoat. Capable of constructing shoddy weapons from scrap, as well as minor super speed and either some sort of clairvoyance, enhanced aim, precognition, or a combination of the three.
Doc: Thinker 5, Striker 3. A tall man, much cleaner than you would expect from a man living in the sewers--or a man living in many apartments, in fact. Point-blank telekinesis, combined with the ability to perceive matter within said radius. Neither of these abilities is Manton-compliant. He turns this power towards medicine and surgery; however, he is also absolutely deadly in a fight.
Ramshackle: Tinker 3. A grimy woman, often wearing a set of clunky powered armor made of rusty, ancient engines and scrap metal. Creates simpler types of devices from remarkably simple materials.

Khameleon: Brute 1, Stranger 3. A small man, typically naked. Unusually resistant to many kinds of environmental harm, such as extreme temperature, and capable of changing the color and, to an extent, of his body. Only speaks Russian.
