I went to o -> F and changed to "Claim Used Ammunition", as well as "Claim Other Death Items", but there are still forbidden bolts lying all over the place. Any ideas what's wrong?

The command isn't retro-active. You will have to manually reclaim them. It would be quickest to use the claim designation, d-b-c.

I activated it as soon as I embarked, so there shouldn't be any bolts fired before the order was set.

Do you have an ammo stockpile or if so, is it full?

did you have any goblins with crossbows or something? their bolts and humans that shot bolts are still forbidden too

An even faster way is just going into Stocks (z), navigating to ammunition and turning off "Forbidden" (f) for each type of ammo. That will do it for all the ammo on the whole map

Something I saw led me to believe that list includes ammo carried by any current trader parties.  I don't suppose we could pilfer those without repercussions?

You can do it without repercussions as long as you cover the cost of the pilfered items when you trade normally. If you simply take them, the repercussions are a smaller caravan next year. Nothing else will happen.

Your dwarves won't stockpile items held by visitors, but they will dump them.
