IRIS will handle TM moves and tutor moves. Egg moves? Get breeding.

IRIS also handles items. I will permit Pokemon who normally evolve by trade to evolve by levels if they hold an item. Porygon evolves at level 16 and Porygon2 at level 36. That requires the Upgrade and Dubious Disk respectively.
