There are two fragments.
One of them has the lion's share of the mind and personality in it, and is Shys'm Caes.
The other is just pure power.
It's easier to completely wipe the former and just put it with the latter so the person already controlling it can go fight wars with them than to deal with killing the latter to get at her shard, because with that level of power she could WTFPWN both of them.

Then why do they need the first fragment?
And if the second fragment has almost all the power and none of the mind...how the hell is Yuri's mother going to be made more dangerous by adding another trickle of power?

And seriously, what kind of omnipotent overgod is Shys'm Caes?

If you can convince the angels that you're the team they should back (not too hard given how crazy her mum is), it's entirely possible they'll make the effort, and with enough backup they might even manage it.
