Damn it, Sanure. In real life, it's true that nukes and meteors are the only things likely to make mushroom clouds and blast shadows. But any sufficiently large and hot explosion will do, and we have magic. Even some really big conventional bombs can make mushroom clouds.

There would have been plot if they caught the perpetrator rather than getting misdirected. That scaffold collapse was just to make it seem like Louis was the bomber and collapsed the scaffold to cover his escape.

Rule #1 of GMing: Never, ever, ever assume that your players are competent and will follow your plot hook obediently.

In all honesty though, you should really have a back-up plot hook to get things back into gear.

The bomber did not realize their explosion would be contained, hence they would have been situated out of the potential blast radius but within visual sight and able to observe the scaffolding. Teleportation trails could have been used to track their previous positions. As they close in, the bomber would have attempted to shake them off. Then, it's a matter of taking in the people who were in that direction and figuring out who the bomber was.

Of course, the chances of that weren't too high... especially considering that they had 80 MIND for ranged targeting and lying to mind readers, I suppose the main interest to me was not the plot itself, but rather how the characters acted.

The fact that Conny chose to save the people who had a higher chance of surviving even though they may have been saved by the emergency services arriving.
The fact that Kyle, rather than using Merlin to heal possibly saving the other people who Conny and Marie did not heal, chose to investigate and track down a suspect.

That sort of characterisation was of far greater interest to me.

The scaffold fell immediately after he passed by. I never mentioned him doing anything to it.

Exactly. The more healing you had, the less people die but the more likely the perp could have gotten away. This, this had a plot, it was more of a contingency measure. The plot IS what the characters did and why they did it. Why they helped or didn't help, whether they checked for news first or ran straight in.
