I'd say the latter, Emp. Though to be fair, I don't know much on the subject.
I'll sum up it's traits if it's an embargo weapon then:
-Each hit, proportional to the roll declares an embargo upon a person's energy for the set amount of time. They do not lose the energy itself, but rather the right to use it. Should be able to work for [supernatural adjective] energy as well.
-It may be possible to mitigate a portion of the energy of some attacks, depending on the user's skill and enchantment quality. So if say it parries a spell, the spell still hits but some of it may not actually do anything and bounce once since it isn't allowed to impart its payload.
-If it gets destroyed, depending on the supplier, the warranty may cover it and provide a free or reduced-expense replacement. If she still has the receipt.
-Magical examination of it may display the supplier's business card.
-Might be possible to overload its enchantment, though doing so invalidates the warranty.
-The supplier is not legally responsible for any acts performed using the weapon.
-Not affected by anti-magic or anti-void.
-Depending on quality, it may conceal its own eldritch signature.
-May come with free maintenance and/or polishing fluid discounts for a set amount of time.
-Could be a mass-produced model or custom-made.
-May come in a variety of colors, styles, grip-material and proportions.
-May have interchangeable grips.
-May have been made in an environmentally-friendly manner.
-Modifying the weapon or enchantment in any way, shape or form not specified by the user manual will invalidate the warranty.
