They must remain in the ID for one Quarter at minimum, and if they are to be withdrawn they must be withdrawn at the start of the Early Phase, before voting is taken into account.

Doom worlds ignore defensive fleets.  The only way to stop a doom world from obliterating a planet is by slagging the doom world itself (and therefore bypassing the defensive fleet on the attackers' side).  Strategically, this means you can put all your fleets to defending the doom world (unless you care about ground invasion) and just let the DW blast planets each quarter.  A single doom world can obliterate three worlds per quarter.

I don't think you're allowed to do that. So I'm goign to second it. My (more reasonable) proposal was shot down for mechanical reasons anyway.

Furthermore, unless you go out of your way to abolish the regency, Shandokar doesn't need you to propose or second him- he just needs to wait out the discussion.

1) Can we retract proposals? Obviously you can't kill an idea once it's been aired, but if we can retract them then it would take 2 other houses to re-propose and second them, to make them eligible for voting

2) What's the mechanical difficulty associated with the Capitol Relocation whatever? Is the Capitol required to be a Core world?

Note:  There are four Imperial worlds in the Cluster at present, plus the five recently added to the Rift.  Three Cluster worlds must go, regardless, due to administrative issues with the ID.

Best guess: cluster worlds can not be Imperial Demense.
