House Toron sends 2 Military specialists to the Imperial Demesne in exchange for 2 Psions in accordance with the Imperial Development Edict

House Toron spends 5 Military and 5 Psions to turn their second General World (henceforth known as Kalipha) into an Intelligence Hub

House Toron donates the resulting 3 extra Intelligence to the Empire

Kyros taps his lips thoughtfully. "At this time, House Toron abstains from electing Archon Carrowspiel to the position of Emperor. It is not that we oppose a return to Carrowspiel rule; rather, House Toron supports the Imperial Regent, House Shandokar, and events since the disaster have led us to believe that Emperor Crow displayed wisdom when making him the default successor to the throne. We wish to let the clock run out on the election, and hail Shandokar's ascension to the throne."

House Toron abstains from electing Carrowspiel

Kyros examines a starmap. "In addition, the defaulting of the Axarite worlds to the Imperial Demesne poses a problem. If no minor House rises to assume leadership of those worlds, then the only legitimate Archon to govern them would be House DisBarr. However, even if we were to give them over to DisBarr, that house could only afford to govern 2 more planets before the administrative difficulties of the task overwhelm them."

"I propose a Constitutional Amendment to clear the way for more equitable distribution of worlds rendered leaderless by the Conclave: in short, I propose that Archons be allowed to maintain holdings beyond their own Sector."

Propose Archon Quadrant Liberation Amendment: Archons may own worlds in any Quadrant of the galaxy.

(I PMed on a similiar matter earlier. He said the 1 Sector per Archon rule was a hard set game mechanic, not an imperial rule)

Vinci shrugs. "I take no personal offense to your preference to see Shandokar on the Throne, but unless I missed a note somewhere, nobody could even be made to second your proposal of putting the regent on the throne. Should you run the clock out on me, what makes you think your candidate will have any more luck?"

Kyros Toron smiles. "It was not my proposal; House Crow proposed Shandokar for Emperor as soon as a new High Seat could be named to succeed Eldred. Toron does not second this proposal, however, for the following reason:"

Kyros gestures with his datapad. "We can bandy words and votes as we please, but if no decision is made soon, The Imperial Regent will act as Emperor for the remainder of the Quarter under the Strong Leadership Act, with all the power and prerogatives that implies. After that, we will get a chance to see what Shandokar would do with the Imperial Seat; if House Toron's faith is not misplaced, the Regent will prove most competent, and his actions will make a stronger case for his candidacy than mere words ever could."

Kyros nods, sitting back on his throne. "In short, we have a unique opportunity to give a prospective Emperor a trial run, as it were. If House Shandokar does not deserve the Imperial Seat, well, a Regent can be replaced much more quickly than a sitting Emperor. And if House Shandokar leads us to a victory, then they will have demonstrated the qualities necessary for an Emperor."

I don't think you're allowed to do that. So I'm goign to second it. My (more reasonable) proposal was shot down for mechanical reasons anyway.

Furthermore, unless you go out of your way to abolish the regency, Shandokar doesn't need you to propose or second him- he just needs to wait out the discussion.

The Hyssissian Territory trades two of its labourers for two Imperial Psions in accordance with the Imperial Development Edict.

"At this point, we simply need two engineers to send out a new colony.  This colony will not cut into the number of new shipyards we can build, so I would like houses with engineers to consider trading so that we can create it.  Again, I'm open to suggestions about sharing the benefits of the new planet.  In particular I'd like Houses Do'Phe, Ka'al and Carrowspiel to consider it."

The Regent got up one more time, his dataslate hovering between his hands as he spoke up.

"While I appreciate the gesture of supporting the continuation of my Regency, I believe this is not a time for us to squabble and argue. Besides, I have no desire of causing a constitutional crisis by allowing this Council to let the Regent on the throne through inaction. As such, House Shandokar votes Aye on electing Carrowspiel as Emperor. With the addition of Hyssis, I believe this constitutes the necessary majority. Long live the Emperor."

Vinci appears on-screen, solemn and contemplative. "I will keep my remarks brief at this time. The empire is in poor shape, and we must focus everything on the short-term goal of survival. I am going to form a plan to get us through this quarter, and we are all going to follow it. Our strength is our unity, so in times this trying, we must act as one. There is no other option."

The Oni Emperor rises and raises a hand. "I swear to do everything in my power to ensure the survival of this empire so that this council can meet again next quarter. In the meantime I need all the intelligence and combat reports I can get, so I can work something out. I will also pass a *very* brief moratorium on the construction of specialized worlds and the founding of new colonies. We need to build and fight as one, and although each Archon has rights, we cannot afford to all haphazardly peruse our own ambitions and schemes at this time."

The Following Decrees are now in effect:
The Reflection and Pre-Plan Unity Act: All actions that consume specialists are temporarily banned. This act expires as soon as the Emperor announces a plan to preserve the empire.
The Pieces of the Puzzle Act: Each Archon is required to share any combat and/or intelligence reports they may have received last quarter with the Emperor of House Carrowspiel and the Darkwatcher of House Toron.
