As East Russia is pushing into Chinese territories, and could become uncomfortably close to Indian holdings, it is with regret that I inform the leader of East Russia that we will have to support our allies in their defense. Any unfortunate incidents involving collateral damage or conquered territory as a result of the actions of East Russia and the necessary response is purely coincidental, but will not be apologized for, as the actions of East Russia brought this on their own heads.

It might be because they're actually using those units to attack neutrals. Building up units is all well and good, but only if you have the income to support them and still be making a profit.
