I think this is a little too reliant on war if you want to grow at a decent rate, my pacifist aproach is not giving the best results compared to warring nations, so i might start shooting people in the face to make money.

Because we have been attacking others. All the poorly defended targets that have 3k troops and are worth anything decent (300+) are all abandoned nations that have the highest reputation possible. Can you take them out? Sure. Is it going to make your reputation drop it like it's hot? Yep. Are you going to get wtfcurbstomped by higher nations playing slight pacifist because you are in the red reputation wise? Probably. On the other hand, the truly bad nations have armies that could possibly crush your own, and have active players, therefore they will just conscript and throw you into a heavy cost war early in the game, which is best avoided. I think I'm done attacking people for now until my reputation recovers slightly... otherwise I have a feeling I am going to go axis of evil and get completely screwed.

edit: If of course you don't care about rep, go ahead and war with these. You will win the invasion automatically because they have under 3k troops. There's actual of ton of nations like this out there, especially free markets with unsinkable stability, because the trend is upward and so over time even though they lack oil their growth hits 30's and 40's.
