Honestly, I didn't even touch developing chems until I was well past 3k GDP.  You could do it sooner, but you can't really go heavy chems development while also GDP raiding.  So I would do it after getting past about 2k GDP.

When I finally decided to start gdp raiding I went from 200 to about 1.1k in less than a week, but now you only get 1/6 instead of 1/4 of the targets gdp so it will be slower.

Don't worry about him. He is weak so if he ends up attacking I'll give you some aid. Link to your nation? What tech level and training do you have?

I have about ten enfield crates or so, I have been investing off and on for a while now.  Alliance members gave me a couple good chunks of aid on different occasions.

e: Its worth noting that that guy cant actually declare on me right now, but he may be able to do other things that I'm not totally aware of.  (perhaps aiding his little buddy?)

Both of them are, how you say, not well off.  Both have negative growth, and the guy you attacked will lose the next fight (and you'll probably win the war at that time) unless he decides to martial law.

I wouldn't worry about it, if he does attack you prepared to get about 4 mil in aid from me alone.

It costs me like 50million to go from Almost Modern to Persian Gulf War. So sending a few mil to you to get you to WW2 is no biggy.
