Going to do the tally in the morning, guys. Those two people with zero money, you should get your votes in if you are going to keep playing! Otherwise you'll be dead D: (At least quorum will become closer to reachable now.)

Proposal: Buildings may be converted into facilities by the player that owns them. Players may convert buildings using the format "Convert [building] into [facility]" by paying the listed cost. The following are the facilities, their costs, and their functions:
: Hermitage | One additional building or facility | The owning player may elect to "Retire into seclusion" which will put them into a state in which they cannot lose resources, cannot be removed from the game for game-related reasons, cannot vote or pass proposals, and do not count towards the quorum. The owning player may end this state at any time by electing to "Return to society".

Ok, the following proposal is a doozie. I'd rather not split it up, but it does cover a lot, so if you want me to do that I will, it will just take a while.

Proposal Buildings shall be divded in to three categories: Residential, Commercial, and Industrial.
This proposal would add two new commoditie pools: Manpower and Production
Residential buildings will add 1 manpower per building. For example, if you have 2 Residential Buildings, you will have 2 Manpower.
Commercial buildings will add 1 Money per building to the owning player every 48 hours (the time of tally)
Industrial buildings will add 1 Production per building to the owning players production pool.

Proposal A lottery exists. The initial amount of money in the lottery is 5 money. Every 48 hours, a player can spend 5 Money on the lottery. That money is then added to the lottery. A 6 sided die is then rolled by the judge. The die can be virtual. If the result is 6 or higher, they win the lottery, all the money in the lottery is distributed to that player. If the roll result is lower than 6, nothing happens. Every time someone wins the lottery, the amount of money in the lottery is reset to 5 money. If multiple players spend money on the lottery, the rolls are done in a queue based on post order.
