Are our self-defense weapons sufficient to break up the moon that's about our size? If so, before making contact, we should do so and disguise ourselves as said moon by layering the resulting materials as best as possible around us. That way, they're reasonably sure theat it can't be the moon if they're not at the point that they can observe it semi-constantly.

After that is achieved, DON'T send down the rover. They might see it, and we want to be sure of what we're dealing with. Yes, they're not deemed a threat, but we can't be sure at current, and it'd be better to be fully aware of our surroundings before we commit even a single non-replacable rover.

Instead, use our scanners to attempt to find large clusters of energy indicative of development which would indicate an ability to detect us easily.

Okay, well perhaps it's time we sort out our priorities.

We have system damage, but it seems, that most of it can't be fixed without a repair drone, which we lack the materials for. If we don't want to drop a rover down on the power hub and see what's shaking there. I suggest we turn to the moons and perhaps nearby asteroids and scan for useful materials that we can use to fix our systems, notably our network so we can communicate with Virix. Hopefully our vessel can refine raw materials collected by rovers.

Networking is working fine according to the power cycle, its just the status light thats broken.
And yes it can, as long as Manufacturing holds power.
