What is it?
Cabal is a game of politics and deceit, and you are the player. You play as a recently elected representative of the people; one of 200 in the glorious Democratic Republic of Beruland. the goal is of your choosing. You can choose to seek power in the shadows, pulling strings and buying favors far from the public eye, stand in the light and seek the support of the mob so none will dare oppose you, or sit quietly and deposit a tidy sum in your false bank account before retiring to your private island. Success is whatever you decide it to be.
How do I do that exactly?However you'd like, pass laws for your favorite special interest group and lavish in the kickbacks, pass beneficial laws for the public and use the public good will to further your aims, or engineer a
casus belli on those dirty heathens to the east and take power in the ensuing chaos. Your ambitions are as big as your imagination and there is more than one way to accomplish them.

Campaign Promises: You were just recently elected and as such have certain things which you have promised the people of your province. You must include at least 3 promises of a reasonable caliber (better school system, less taxes, etc)
Bio: Optional, feel free to RP as much or as little as you wish.
Con: Your physical endurance. It affects all actions requiring physical endurance (filibusters, fights, etc.) as well as serving to determine your chances of pulling through in case of an "accident" or assassination. helps determine the number of actions you may take per turn (see actions below).
Sp: Speech and language skills. Increases the effectiveness of speeches and bills, as well as your ability to hide loopholes and other sorts of linguistic trickery
Cn: Cunning. Your ability to discover plots and loopholes proposed by other players, as well as your skill in all forms of covert action.
Ch: Charisma. Serves mainly as a compliment to language skills and is a measure your general attractiveness to the public. Serves as a modifier to many actions but especially regarding propaganda, campaigning, and anything requiring convincing the common folk.
Lk:Luck. Exactly what it says on the tin, sometimes you just need that little extra push from fate to get things done.
Money: 10,000$, you will receive a quarterly salary of 1000$

Mechanics and InformationActions per Turn = 2+(Con/3)
Actions are the meat and potatoes of the game, it's what your character gets accomplished. Actions are fairly free-form and so long as they are reasonable i will incorporate them somehow into the game. The 2 actions you will be using the most are researching laws/bills and proposing bills. Disseminating information or rumors does not take an action
Researching Laws/Bills(e.g. Representative so-and-so Researches Inheritance laws) which will give you a general overview of government policy. When researching a proposed bill the player has a chance of discovering any loopholes and ride-on bills attached to it and may do with that information as they see fit.
Proposing Bills Bills will be sent via pm directly to me, the GM, and will be presented to the players when the full turn is posted. Bills will include the following elements
Loopholes- these are small exploitations within a law, and loopholes are restricted in that they must be related to the bill in question and are relatively minor in scope. These require at least 2 points in Sp to implement.
Ride-on Bills- A separate bill hidden within the legal language of the regular bill. Ride-ons are not limited in either scope or relevance to the bill in question. These require at least 3 points in SP to implement
Example: Representative A Proposes a new tax law for the Rich. Representative A has 6 points in Sp so he can implement either 2 Ride-on bill, 1 Ride-on bill and 1 loophole, or 3 Loopholes.
The House of Representatives in Beruland meets twice every quarter. Once to hear the proposal of new bills, and again to vote on the new bills. Because of this a round will proceed in the following 3 phases.
Preposal turn: All proposed bills will be added to the ballot. Normal action
Pre-voting turn: Preparation for voting will occur. Normal Action
Voting Turn: Proposals will be voted upon. Voting actions only

IC posts are a method of sharing information or spreading rumors. All information received in this game is private, and may be shared through either a PM to a specific representative, or to everyone through an IC post. PM's and IC posts are not required in any way to be true, and I encourage you all to lie your ass off.
The Democratic Republic of Beruland
Imports: Agricultural products, luxury goods, high-tech goods
Exports: Oil, ores and gems, manufactured goods
Religion: Beruland mainly practices a form of religion similar to Buddhism founded by Sigra Beru, from whom the nation draws its name. Notably the religion is marked by strict laws regarding sex and decency, as well as a strict religious dress-code. Despite the majority of citizens practicing Beruism, the nation is officially secular.
Governmental Structure: The government of Beruland is a Federal Republic divided into 200 administrative provinces, each with a representative in the House. Each representative serves a 2 year term before re-election. The national president is elected every 3 years for an unlimited number of terms and has powers limited by a national constitution. The judicial branch is appointed by the president and serves for life
Political Climate: Beruland was formed 20 years prior following its war of independence against the Kingdom of Cosland. As such it's political stability is still shaky at best and it has just recently managed to form a coherent government structure. It's people are fickle and are willing to raise arms against any perceived injustice, or fight for any noble cause.
Technology: The nations technology level is well below cutting edge, but it is considered to be a modern and civilized nation. Most notably it lacks nuclear armaments and has poor infrastructure.
Neighbors and Relations:
Cosland: former colonial master. They still have considerable interest in the countries resources and land and are actively seeking to assert dominance over your nation. Rivals with Filandy. Possesses nuclear armaments.
Gara: neighbor to the east. Shares a historical rivalry with your nations people and have waged several holy wars against your land. Relatively primitive technology.
Filandy: Rival of Cosland. They aided Beruland in the war of independence and maintain friendly relations. Run by a totalitarian dictator. Possesses nuclear armaments
Timal: neighbor to the north and west. they tend to keep to themselves and as such your country has had relatively little contact with them. equal technology.
The constitution of Beruland was established 5 years ago and is based heavily upon the (Former) Filandy constitution and in summary establishes the following:
Establishes The House as the single legislative body of the national government
Establishes the office of the presidency and its ability to enforce legislative decisions.
Establishes that each province may elect its own legislature and government
Establishes the power of the House to the Following: the power to establish and maintain an army and navy, to establish post offices, to create courts, to regulate commerce between the states, to declare war, and to raise money, as well as the ability to pass laws to facilitate these responsibilities.
Limits the House from the following actions: Suspension of habeas corpus and establishment of titles of nobility
Establishs the Supreme Judiciary as the interpreter of the constitution and the constitution as the Highest law of the land
Allows amendments to the constitution by 3/4 vote of the House
Establishes the following rights for citizens
Freedom of religion, speech, assembly, and petition of the government
Right to bear arms
Protection from illegal search and seizure
Protection from forced quartering of soldiers
Right to due process
Right to a speedy, impartial, jury trial.
Forbids cruel or unusual punishments
Abolishes Slavery
Establishes the equal rights of all citizens both on a federal and state level
Establishes the Supreme Judiciary as the ultimate authority upon citizens rights
