Who would wish to join the National Pact of Nations?  NPN nations will be shared the winnings if we win.  All troops used will be given back to the respective nation if we win.  Those who fold will get nothing, even if they donated most of their stuff.

For every 2 economy’s that have been set, the pot contains 3 and for every 2 Military’s, Nukes or Spy’s, the pot contains only 1 chip of this type.

We can just only gamble with economy, and everyone will come out with more than bartered if.  Of course, not everyone will do that, considering that we would probably lose the bet, unless we all worked together.  I expect someone to quote the we all worked together part, and say NO!

Dangerous to do this; economic crisis could come up quickly if this compounds.

We wouldn't be using all of our economic resources, just enough so we make profit.  It appears that you are that guy who said no.

Four questions:
1: What happens when a nuclear war starts when nobody has folded? Does the game end in a tie?
2: If a player loses the game can a new player join in in their place?
3: What happens when your upkeep brings your money reserves into the negative?
4: Can we make conditional bets? Ex:
I will bet 4 Economies.
Also if you guys don't agree to split the pot it this manner (that is favorable to me) right now I will also throw in all my military and spy chips.

Indeed. I also will berate all of you for ending the human race. :P

2: If a player loses the game can a new player join in in their place?

No but should a player become inactive, somebody else might take over his nation.

3: What happens when your upkeep brings your money reserves into the negative?

Then you must discard chips which cost upkeep until you can pay the whole upkeep.
Example: You have 2 Country's and no Economy but 8 Military. Your income is thus 4 and your upkeep 8. Since that wont work out you need to toss away 4 Military chips.

4: Can we make conditional bets? Ex:

Yes and no.
Once you bet a chip, its in, no matter what.
But of course you can threaten other players by telling them that you will raise your bet if they don't do what you want.

Not saying no. Just that it would be dangerous. It does, after all, destroy half the economy chips OUT of the pot, as well...

This is a really cool ruleset.  Do you mind if I play it with some of my real life buddies?  I think they'd like the game.

I will buy 1 nuke, 2 Spies, and retain a budget surplus of 2 Million Dirks for emergencies.

Trouble is brewing in the tropical country of Republica de los Bannanas. The recent invention of synthetic bananas has lead to a deep economic downturn in the region, government is support is waning, rebel sympathy is on the rise and rioting is not unheard of in major cities.

PFDRSD decides to send 5 military divisions to help keep the peace.
