Nope, never was actually. You were always free not to believe what the Church said, provided what you believed instead wasn't heretical.

Witnesses actually have a rate of 8%. This is in the US, Wikipedia says even in the highest ranking places for Evolution belief (Iceland.) there is nearly 20% who say it isn't science, or might not be.
