I'd leave that upto the discretion of our character to the extent that he knows local laws, and wherever a good opportunity exists to use the ability. I won't presume whether this kingdom has privacy laws or not, but I'm just saying wherever it seems practical and safe to the character, he can practice this form of magic and use it to his advantage.

I also support learning as much magic is as permissible socially/legally/ethically. Magic is awesome.

Magic is a sword that cuts both ways. Focus of magic defence (against scrying, mind control, etc.). We don't want to be the next William.

Hoping to avoid missing out on a sudden demand increase as you once already have you invest in partnerships with small business-owners seeking to expand, or who are in need of some asset to maintain their business. A number of your new partners happen to be former refugees from the island nation of Keshla, which has apparently been suffering from political instability over the last decade, and has become very unfriendly to merchants. You bring money and local connections to these partnerships, and they bring experienced business savvy, you even find that your partners begin cooperating with eachother after realizing that they are all partnered with you.

One Merchant you partner with is of particular note, Ishvakala, and he happens to be a Keshlan mage and purveyor of magical books and novelties. You see little potential growth in the business, except maybe with a few nobles you know of who take delight in anything exotic, but that's not really why you invest. It gives you the perfect alibi to track down things of magic. You hide a personal order in a shipment destined for your new partners shop, and soon you have several books of practical spell use, you are practically giddy with delight over your own cleverness.
As for Ishvakala himself... the man is a bit of a puzzle and tends towards speaking in cryptic metaphor. You can't decide wether that helps or hurts his business, it certainly attracts a unique clientele. One day while speaking business with him a bolt of realization strikes you, the man is not powerful in the traditional sense, or even really skilled, but he has a knack of making others *believe* he is. The man is a hedge mage. You find it immeasurably funny, and make a note not to ever rely on his magical skills. Still, his wares are decent, and he knows quite a bit about Keshlan magic, if not a lot *of* Keshlan magic.

You Spend some time with both of the brothers you know over the course of the next year. Your sisters too, you feel like you have more influence in raising them then your father, who spends most of his time preparing for attack from any angle. Your sister catherine is growing up to be very extroverted, and Mary already has quite a bit of sass in her. Ritalia spends as much time as she can in trying to help you with whatever you wish, and seems to have come to look up to you, almost as if you are the elder sibling and not her.
Williams temperament improves, and he seems less crazed, but he still suffers from anxiety and paranoia. He firmly believes someone is out to sabotage him, and a little bit of the paranoia seems to rub off on you at times. His reputation continues to suffer at court, which he absolutely never attends, you make some attempt to defend his honor, partially for show and partially because ill talk of him puts you on edge. William occasionally asks you to fetch books for him that seem innocent enough, mostly historical in nature, and he occasionally talks to you about the Analyssian wizard-dynasty, as if he is trying to piece something together. Your indulgence seems to calm and center him, but his fixation occasionally disturbs you. He seems hesitant to share too much information with you, he claims he doesn't want to make you a target.

Eric is made the Kings-Squire, actually a prestigious position for someone so young, and his status as the Kings son becomes fairly common knowledge. This position puts him in close enough proximity to you that occasionally spending time with him is fairly easy, and you find his company enjoyable in a way you've never experienced before. He enjoys singing and dancing in a free way that lacks the refinement you've been raised with, and while he's crude at times he's also honest and forthright. Once he brings wine to share with you, and tells you stories of his experiences battling bandits on the eastern borders, at the edge of the wildlands. You find yourself repulsed and delighted with him all at once.

If it weren't for your reading material your pursuit of magic would be finding very little progress. You find yourself distracted and nervous, and magic as you know it requires focus. You do manage to deepen your understanding of the spells you know, and find that with additional concentration you can modify on them on the fly to produce slightly different effects as the spells themselves.
Scrying proves much more difficult than seems implied by your reading materials, and while after great effort you begin to achieve the feat it proves difficult to maintain and details in sight, smell and hearing are all difficult to discern. One day in frustration you leave the palace and attempt to scry out of a dirty puddle, and are rewarded with a clear birds eye view of a section of the city, though the palace seems blurred. Of course the palace has been warded from such magic! How foolish of you! After some experimentation you find your skills in basic scrying are quite strong, though you can only scry out of one sense at a time.
You are quite pleased to flex your new scrying muscles, having to scry under the stress of the palace has definitely improved your skills more than you could have hoped. After some examination you find that most anyone of wealth or status has at least basic wards over their homes and places of business, but you are confident that with continued study you will learn to brush aside such barriers as if they were mere cobwebs. You put up some basic barriers of your own in your quarters, but they seem fairly flimsy to your newly opened eyes.

Your combat training goes surprisingly well, after Barick changes tactics in his instruction of you. He begins to show you some basic forms, but forces to learn how to apply and adjust them to suit the needs of combat, you're far from skilled, but at least you feel like you are making some progress. He himself remains aloof and disinterested in you, but seems dedicated enough to protecting you, and understands how to use his intimidating nature to offbalance courtiers. He obeys simple commands of yours for privacy, and you feel you've managed to keep your spellcasting away from him for the moment, but you are not sure how long you can keep it up.

You are a powerhouse in the next year of court, securing alliances and promises of loyalty in the years to come, and even brokering future trades for troops and skilled commoners to be given under your service when you come of age. Your lightning bolt of success shocks everyone at court, including members of your family. You've definitely impressed and made your mark, skillfully manipulating events and turning potential enemies into contracted allies. It fills your chest with confidence, and you can tell that your success at such a young age is wowing many and intimidating some of your few detractors into stunned silence and disarray. You are barraged with marriage proposals from many of the countries nobility, you skillfully turn all down.
There are rumblings of diplomatic hostility with two other nations, one the island nation of Keshla. You understand that the faction now in control of Keshla is hostile to Analysse, wheras the former one was friendly. Their navy lacks the numbers of analysse, but their sea-mages are known to be fearsome. On the other side, inland, decades long hate simmers from the landlocked power Adalbert, a large nation known for it's dedicated military and many principalities.

You get the feel that now you are beginning to taste true power, and that there is more to come. You are a child prodigy, and you know it.

You are out one day discussing with Ishvakala what imports might prove good buys when one of your old childhood followers (now a squire) comes to you breathlessly and tells you that the knight he is squired to is being tasked with escorting Princess Ritalia to Adalbert, with the possibility of marriage to a prince being spoken of. You have not been told of this by anyone, and you are filled with rage that anyone would presume to keep this from you. Marriages are not an affair decided overnight.
The squire seems mournful that you are so angered, and assured you he came as soon as his duties allowed. Ishvakala suggests you drink a calming tea before deciding what to do, citing some philosopher you don't have the patience to remember just now, you can't help but be annoyed that he is so calm.

What will you do?

We don't want to come off as petulant, so let's not go whining about this. Let's go to our sister and congratulate her on her coming nuptials. Tell her that we will always be there for her, even if she is in a distant land, and promise to visit her when she is settled in her new home.

We definitely need to reign in our temper. Wouldn't do anyone any good for us to be hotheaded about it. Besides, if we go barging in it shows weakness that others might try to take advantage of.

Get that anger under control there is no point of doing something irrational.

edit: Let just approach Ritalia about this. Also, maybe we should ask mother or the King to see if we can eventually lead our younger sisters down the isles.
