Considering the reactions, that could actually be effective in getting suspects to freeze. Well, I mean, if any sec ever remembered to use the hailer in the situation it's designed for.

It's pretty useless, considering setting up a 'say "Halt!"' macro to circumvent the problem of not being able to talk while moving does the same thing better in pretty much every single way.
