With regards to OwlBread and LW.

Public spending per head in Wales will be a slightly distorted figure, as the public sector is by far and away our largest employer. Throw in a disproportionally large unemployment figure, and you can see where that apparent funding comes from. This my apply to other regions of the UK, as relative unemployment in parts of England is lower, in part thanks to the large urban affluence generators. This funding sure as shit is not going into senedd/assembly coffers and onwards into the NHS or education in Wales, as it is common knowledge how badly funded these services are relative to other parts of the uk. The Barrett formula does leave us not as well funded as Scotland, but I don't think a simple "per head" comparison is particularly fair, as I do not think spending such as this grows in a directly linear fashion. However, I am VERY surprised that NI gets such a large slice. Its almost as if all those years of political violence paid off.
