If the first man's watch progresses another 24, we reach 3:16 PM again, so we know it must be one of these three

The answer is that we cannot be certain, but it is one of 7:16 AM, 3:16 PM, or 11:16 PM.

Idea about how to get a Binding, steal a soul star from someone (like Ecco) and then bring it to polydectes.

Another idea, find Ciro, Refill mana, go back to DL8, cast windirection, fly to glowy thingy, see if there are bindings there, bring to Polydectes

We were last here Update 3.1.44 through Update 3.1.49, which includes a sidequest (listed as Arc Quest) we're on to find an Illborn Essence and matching Soul Binding to potentially reverse the Illbornification process. Unfortunately we don't have a goddam clue about where to look for bindings, apart from "maybe D:8 someplace" (based on that one "Ciro is Vi" flashback.)

Anyway, that was actually a really clever puzzle by Polydectes. Color me impressed.

Basically because he stole some LSS's and is doing research that we now understand could potentially destabilize the entire power cycle of the Warrens. He does not wish to be caught.
