It's a shift cipher. I took the RSEVEN RSEVENs off and decoded to get:

I think the data was corrupted:
URGNET MSG TO LORD SERVANTS: ORIC KNOWS OF THIRD WEAPON. DISPERSE AND HIDE IF POSSIBLE.

Seems we both had the same idea, because I've just edited my post for a ROT-7 encryption.

Does anyone have any ideas for the message in the background of the spira scan, then?
It resembles a barcode to me; that would make it binary? Somebody print out the pattern (sans corruption) and get a scanner to read the numbers off of it.

Second line bothers me because there's not enough space in front of "against" for anything but a single letter; I can't imagine what else would fill in "nst her wil," but ffs is certainly sadistic enough to put such a thing in there if he could.

Third line needs a 5-letter word to describe Illborn. "Into" is too short, "against" too long.

I assume the last line is referring to a Cycle, but it could also be recycle.

Also listening to OFF - Not Safe while doing this is NOT HELPING, BUT FEELS TOO THEMATIC TO STOP.
